It is the minimum speed with which a body, for example a missile, should be encouraged to move away from the surface of a planet or any other celestial body.
It depends, obviously, on the force of gravity that the celestial body exerts on its surface. For Earth, for example, the leakage rate is 11.2 km per second.
If a missile prints the earth's escape velocity to a satellite, the satellite would follow a parabolic orbit. On the other hand, if you want the satellite to remain spinning around the Earth, the speed that is printed must be lower than the leakage rate.
